Costa Maya Port Protest Forces Excursion Cancellations For Royal Caribbean Passengers

A labour dispute at Costa Maya left Royal Caribbean passengers facing cancelled shore excursions and significant disruption on 1st June 2026 after workers blocked the main access route to the popular Mexican cruise destination.

Guests arriving aboard Mariner of the Seas and Enchantment of the Seas expected a routine port call in Mahahual, with many planning excursions to local beaches, archaeological sites and other attractions along Mexico’s Caribbean coastline. Instead, passengers found themselves stranded on tour buses or informed that their excursions would no longer go ahead.

Local reports indicated that demonstrators blocked the principal road serving the cruise port, preventing vehicles and workers from entering or exiting the area. While cruise ships were still able to dock as scheduled, transportation throughout the port zone was severely affected.

Mariner of the Seas arrived from Galveston at 7 am, followed by Enchantment of the Seas from Tampa at 8 am. However, many guests were unable to leave the port area due to the blockade.

One passenger described the situation, saying: “Sat on a bus till 9:30 only to be told all excursions were cancelled. Couple of the locals told us it was because there were some workers on strike blocking the port exit.”

Costa Maya remains one of the busiest cruise destinations in the Western Caribbean and regularly welcomes ships from Royal Caribbean, Carnival Cruise Line, Norwegian Cruise Line, MSC Cruises and Disney Cruise Line.

The demonstration focused on road access to the port rather than cruise operations themselves, but the disruption still had a direct impact on visiting passengers and local tour providers.

Workers Demand Outstanding Payments

According to local reports, the protest was linked to claims that workers have not received profit-sharing payments following Royal Caribbean’s takeover of the Port of Mahahual in 2025.

Demonstrators reportedly organised the blockade to draw attention to their demands and increase pressure on the company.

The latest incident follows a separate protest earlier in 2026 when local residents blocked access roads while calling for infrastructure improvements in the surrounding community.

In response to those concerns, Royal Caribbean announced additional investment towards road improvement projects in Nuevo Mahahual.

At the time, Royal Caribbean Mexico President Ari Adler said: “Royal Caribbean is proud to support the well-being and development of Nuevo Mahahual. We consider ourselves a neighbor in this community, independent of any tourism project.”

The cruise line has not publicly commented on the latest labour dispute.

Growing Challenges For Royal Caribbean’s Costa Maya Vision

The protest comes during a period of increasing opposition to Royal Caribbean’s long-term development plans in Mahahual.

After assuming control of Costa Maya in 2025, the company unveiled plans for Perfect Day Mexico, a major private destination development covering approximately 230 acres. The project was intended to become Royal Caribbean’s largest destination investment, featuring attractions, beaches, pools and exclusive experiences for cruise passengers.

However, the proposal has faced criticism from local residents, community organisations and environmental groups concerned about the potential impact on the region’s ecosystems and infrastructure.

Those concerns resulted in a significant setback on 19th May 2026 when Mexico’s Ministry of Environment and Natural Resources rejected Royal Caribbean’s environmental proposal for the project.

Although the labour dispute appears unrelated to the environmental objections surrounding Perfect Day Mexico, both developments highlight the growing tensions facing Royal Caribbean as it seeks to expand its footprint in Costa Maya.

The industry will now be watching closely to see whether the disruption continues. Royal Caribbean’s Radiance of the Seas and Symphony of the Seas are scheduled to call at Costa Maya on 3rd and 4th June respectively, raising questions over whether future passengers could encounter similar issues if the dispute remains unresolved.
