Cruise passengers visiting Santorini may face a different arrival experience this summer after local authorities approved new rules governing how visitors are brought ashore from cruise ships.
Under a policy unanimously adopted by the Municipal Port Fund of Thira, up to 70% of passengers from each cruise ship must now disembark at Ormos Firon, better known as Fira Bay, while no more than 30% can arrive through Athinios Port. The measure will remain in place until amended by local officials.
The change is expected to alter passenger flows on one of the Mediterranean’s busiest cruise destinations and could increase demand for Santorini’s cable car system, particularly during busy days when several ships are anchored offshore.
Athinios has become a popular alternative entry point for some cruise visitors looking to avoid lengthy waits at the cable car linking the waterfront below Fira with the clifftop town.
However, with the number of passengers permitted to arrive through Athinios now restricted, a greater proportion of visitors may need to rely on the cable car or other transport options to reach the island’s most visited areas.
Authorities Aim To Reduce Congestion And Improve Safety
Local officials said the new arrangement is intended to create a more balanced distribution of passengers and vehicles across the island’s transport network.
In its decision, the Municipal Port Fund stated that the policy would promote the “rational distribution of passenger and vehicle flows and smooth operation of ports” while supporting the “sustainable tourism management of the island.”
Authorities also highlighted the strategic importance of Athinios, which serves as Santorini’s primary ferry gateway and handles significant volumes of domestic and regional maritime traffic alongside cruise-related operations.
By reducing the number of cruise passengers routed through the port, officials hope to ease pressure on infrastructure that is already heavily utilised throughout the tourism season.
Santorini remains one of the most sought-after cruise destinations in Europe, welcoming more than 1.2 million cruise passengers each year. During the height of summer, multiple ships can be anchored off the island simultaneously, bringing thousands of visitors ashore within just a few hours.
Most cruise guests arrive via tender boats that transport passengers from ships anchored offshore to the waterfront below Fira, creating significant pressure on local transport systems when visitor numbers surge.
Island Continues Efforts To Control Visitor Numbers
The latest restrictions form part of a wider strategy by Greek authorities and local officials to better manage tourism on Santorini as visitor numbers continue to grow.
Concerns over overcrowding have attracted national attention in recent years, prompting the Greek government to introduce a new cruise passenger levy for calls at Greek ports. Santorini and nearby Mykonos were assigned the highest fees due to the volume of cruise traffic they receive.
Under the scheme, cruise passengers visiting Santorini during the busiest summer months are charged €20 per person. Greek officials have said revenue generated by the fee will be used to support infrastructure projects and improvements designed to help manage tourism-related pressures.
The island has also introduced a daily limit of 8,000 cruise passengers. Prior to the cap being implemented, some peak-season days saw more than 15,000 cruise visitors arrive, placing considerable strain on local roads, transport services and public facilities.
With the new port allocation rules now added to those measures, Santorini is continuing its efforts to balance the economic benefits of cruise tourism with the challenges created by its enduring popularity.
