Miami-Dade transportation planners are exploring the possibility of a direct, non-stop rail connection between Miami International Airport and PortMiami, as part of long-term efforts to tackle worsening congestion in one of the world’s busiest cruise hubs.
The proposal stems from the Miami-Dade Transportation Planning Organization’s 2050 Master Plan, published in September 2025, which assessed how improved public transport links could support the growing number of cruise passengers moving through the city.
With PortMiami handling millions of travellers each year, officials are under increasing pressure to find solutions to persistent traffic bottlenecks, particularly at weekends.
Often referred to as the Cruise Capital of the World, PortMiami currently operates 10 cruise terminals and serves more than 20 cruise lines. Passenger numbers continue to climb, creating significant strain on road infrastructure between the airport and the port.
Two Rail Options Under Consideration
Initial findings in the master plan outlined eight potential transport solutions, but that list has now been narrowed to two leading rail proposals.
The first option would involve a 9-mile extension of the existing MetroMover system, a free automated people mover that operates across 21 stations in Downtown Miami. This approach is considered the more straightforward of the two, as it could make use of existing infrastructure, including the Miami River Bridge.
However, there are concerns around its effectiveness. MetroMover trains have a relatively low capacity of around 50 passengers per car and operate at an average speed of just 9 miles per hour, raising questions about whether the system could handle peak cruise traffic.
The alternative proposal would extend the city’s Metrorail network by 10 miles. Currently spanning 25 miles, the expansion would increase the system to 35 miles and offer a significantly higher-capacity solution for passengers travelling between the airport and PortMiami.
That said, the Metrorail option would require more complex construction, including the development of a new bridge, making it the more expensive and technically demanding choice.
Both proposals carry a substantial financial commitment. Estimated capital costs range from $600 million to $800 million, with ongoing annual operating expenses projected at between $9 million and $15 million.
Rising Passenger Numbers Driving Urgency
The push for improved transport links comes as PortMiami continues to see record-breaking passenger volumes. In 2025 alone, the port welcomed more than 8.5 million cruise passengers, reinforcing its position as the busiest cruise port globally.
Looking ahead, projections from the MDTPO suggest that annual passenger numbers could climb dramatically, potentially reaching 24.1 million by 2050. This anticipated growth is expected to place even greater pressure on Miami’s already congested transport network.
Traffic challenges are not solely driven by cruise activity. Miami-Dade County is home to approximately 2.84 million residents, and factors such as major events, ongoing construction projects and multiple ships in port at once frequently contribute to gridlock in the downtown area.
Cruise lines have increasingly warned passengers to allow extra travel time when heading to the port. Earlier in March 2026, travellers sailing with Carnival Cruise Line were advised to plan ahead due to a particularly busy weekend influenced by construction works and a large local event.
While no timeline has yet been confirmed for either rail project, officials acknowledge that improvements will be essential to keep pace with demand. Until then, passengers departing from PortMiami are still being urged to allow plenty of time for their journey to the terminal.
